A pipecutter is a type of tool used by plumbers to cut pipe. Besides producing a clean cut, the tool is often a faster, cleaner, and more convenient way of cutting pipe than using a hacksaw, although this depends on the metal of the pipe.
There are two types of pipe cutters. Plastic tubing cutters, which really look much like a pair of pruning shears, may be used for thinner pipes and tubes, such as sprinkler pipe. For use on thicker pipes, there is a pipecutter with a sharp wheel and adjustable jaw grips. These are used by rotating it around the pipe and repeatedly tightening it until it cuts all of the way through.

Usage
 How to use pipe cutter?
If you're working on the plumbing in your house, chances are pretty good that you'll run into pipes at some point that need to be cut. You could pull out a reciprocating saw or a hacksaw and get after it, but that usually results in a jagged edge that needs more work to straighten than it's worth. The answer is to use a pipe cutter, which gives you a nice, straight cut that needs very little work to clean up.
 
1.Locate the area on the pipe where you want to cut. Loosen the handle on the pipe cutter and place it around the pipe. Tighten it down until the blade contacts the pipe, and then make sure the blade is in the correct spot for your needs.

2.Turn the pipe cutter one to two full revolutions around the pipe, scoring the tubing with the blade in the process. Tighten the handle on the cutter slightly and then turn it another full one to two revolutions around the pipe. Repeat until the pipe is cut.

3.Pull out the blade on the bottom of the pipe cutter. Insert the blade into the cut end of the pipe and turn it around several revolutions, pressing on the back of the blade, to deburr the inside of the pipe. Stop when you have a nice and straight cut with no bevel on the inside edge.
